For policies, contracts, plans, agreements, and plan contracts issued or renewed after 12/31/2023, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services.

Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.
Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions. Appropriates moneys to the Hawaiʻi Health Systems Corporation to retain the services of a consultant to prepare a financial sustainability plan for the Hawaiʻi Health Systems Corporation and its member regions. Appropriates moneys.
Authorizes health care providers, nonprofit organizations, businesses, and faith-based organizations to distribute supplemental nutrition assistance program applications to anyone interested in applying for program benefits. Effective 6/30/3000. (HD1)
Legalizes, regulates, and taxes cannabis and manufactured cannabis products for adult use. Establishes the Hawaiʻi cannabis commission to oversee the regulation of adult use cannabis manufacturers and retailers. Appropriates funds.
Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. Requires psychologists licensed in the State to complete at least four hours of continuing education per licensing biennium on topics relating to cultural diversity, cultural competence, sexual orientation, gender identity, or health equity. Requires psychologists seeking renewal of their license in the State without full compliance with the continuing education requirement to have completed at least seven hours of continuing education in the next licensing biennium on topics relating to cultural diversity, cultural competence, sexual orientation, gender identity, or health equity.
Requires the University of Hawaiʻi to provide menstrual products free of charge to all students on any University of Hawaiʻi campus, including the community colleges. Effective 6/30/3000. (HD1)
