Requires the state auditor to conduct a performance and management audit of the ten agriculture parks operated by the agricultural resource management division of the department of agriculture.

Clarifies provisions related to the statutory limitations on the time periods in which a survivor of childhood sexual abuse may file a civil action. Allows for punitive damages. Permits the court to order restorative justice measures, if deemed appropriate.
Appropriates funds for a grant-in-aid to the County of Hawaiʻi to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaiʻi. Conditions the appropriation on the County of Hawaiʻi contribution of matching funds.
Exempts easements granted over public lands affecting the transfer of public lands between DLNR and DOA from formal county subdivision process and approval requirements. Requires the DOA to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the DOA, prior to offering a lease, to inquire with the DLNR regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Requires the lessee to develop a conservation program and plan if conservation resources exist on the land. Before the transfer of non-agricultural park lands, authorizes the DOA to request information from the DLNR related to the establishment of necessary and reasonable easements upon the lands. Requires approval from the board of land and natural resources and the board of agriculture before removing pasture lands for reforestation, or other public purposes.
Requires the department of transportation to authorize state and county traffic projects to make changes, as necessary, to traffic flow and mitigation efforts. Prohibits contractors from charging additional fees to amend traffic flow and safety or mitigation efforts. Requires the department of transportation to make a final determination on all changes to traffic flow and mitigation. Effective 6/30/3000. (HD1)
Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Establishes an additional minimum supplemental nutrition assistance program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits.
