Makes permanent the amendments made by Act 163, SLH 2023, to the state earned income tax credit and refundable food/excise tax credit. Amends the income thresholds and credit amounts for the low-income household renters tax credit and refundable food/excise tax credit. Amends the state earned income tax credit. Applies to taxable years beginning after 12/31/2024.

Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.
Allows the Department of Health to use money in the Deposit Beverage Container Deposit Special Fund to deploy reverse vending machines. Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers. Allows for the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers. Requires the Department of Human Services to automatically enroll, or authorize the Social Security Administration to automatically enroll, in the State's Medicaid program any individual in the State who receives federal Supplemental Security Income benefits. Requires commercial airlines operating intrastate flights in the State to utilize at least ten per cent sustainable aviation fuel in intrastate airline flights beginning 1/1/2030. Effective 7/1/3000. (HD1)
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with the Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Establishes full-time equivalent ( .0 FTE) policy analyst positions within the Office of Planning and Sustainable Development. Appropriates funds.
