Requires every business establishment that provides a shopping cart to mark each cart with identifying information. Authorizes a county to impound and dispose of a shopping cart and assess impound fees, storage fees, and disposal fees under certain circumstances. Authorizes the counties to establish policies for managing and impounding shopping carts that have been vandalized or no longer display an owner's identifying mark. Requires the counties to establish a buyback program for impounded shopping carts. Authorizes the counties to return a shopping cart, in lieu of impoundment, to the business establishment, subject to certain fines. Effective 7/1/3000. (HD1)
Prohibits a state agency from entering into any contract to procure or dispose of goods or services, or for construction, with any business that is owned or operated, or in which a controlling interest is held, by a relative or household member of a director or deputy director of a principal state department.
Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Establishes the Advisory Council for Artificial Intelligence Education. Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education. Requires reports to the Legislature. Appropriates funds.
Establishes the Supportive Housing Special Fund. Restructures the conveyance tax to a marginal rate system and adjusts the tax for multifamily properties to reflect value on a per-unit basis. Allocates revenues from conveyance tax collections to the Supportive Housing Special Fund. Allocates a portion of conveyance tax collections to the Dwelling Unit Revolving Fund to fund infrastructure programs in county-designated transit-oriented development areas that meet minimum standards of transit-supportive density. Adds protection for insurance fraud whistleblowers. Authorizes the Insurance Commissioner to establish a centralized database for authorized agencies to track insurance fraud data. Appropriates funds.
