RELATING TO SPECIAL IMPROVEMENT DISTRICT.

Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits.

RELATING TO ELECTRIC HYDROFOIL SURFBOARDS.

Requires the counties to issue permits for the operation of electric hydrofoil surfboards. Prohibits the operation of electric hydrofoil surfboards in the waters of west and south Maui between December 15 and May 15.

RELATING TO GREEN FEES.

Establishes an environmental surcharge on visitor accommodations. Establishes the green tourism special fund to invest in the State's transition to a clean energy economy, conservation of natural resources, and sustainability and resiliency.

RELATING TO HEALTH.

Establishes a task force within the department of health to identify populations and sub-populations with fetal alcohol spectrum disorders (FASD) in the State who experience burdens in navigating and accessing care services; identify therapies and home and community-based care services that may benefit persons with FASD; identify strategies to reduce the incidence and impact of FASD; and make recommendations for a comprehensive solution, including necessary legislation. Requires a report to the legislature.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Amends the Hawaiian Homes Commission Act to require appraisals of improvements to identify the replacement cost or the leasehold market value. Grants authority to DHHL, to authorize second position loans on homestead leases by approved lenders. Requires DHHL to develop and implement a loan servicing manual, subject to commission approval, to standardize loan loss mitigation policies, procedures, and methods. Clarifies that DHHL shall not cancel a lease solely based on a loan default or delinquency unless all loan loss mitigation procedures are exhausted pursuant to the loan services manual. Effective 1/1/2050. (SD1)

RELATING TO BREAST CANCER SCREENING.

Increases the categories of women required to be covered for mammogram screenings. Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and breast tomosynthesis. Defines digital breast tomosynthesis. Requires health care providers to be reimbursed at rates accurately reflecting the resource costs specific to each service, including any increased resource cost after January 1, 2021.

RELATING TO HOMESTEAD EXEMPTIONS.

Increases the homestead exemption for all persons up to $2,000,000 and requires that the real property be the principal residence.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area. Effective 1/1/2022.

RELATING TO TAX AMNESTY.

Establishes a one-time amnesty program for liabilities for taxable years beginning on or transactions occurring on or after 01/01/2010 through taxable periods ending on or transactions occurring on 12/31/2020. Specifies that the amnesty period begins 01/01/2022 and completes no later than 12/31/2022.

RELATING TO WAGE GARNISHMENT.

Allows cost of living expenses, as determined by the self-sufficiency standard for Hawaii, to be included in the calculation when determining disposable earnings as it relates to wage garnishment.
