Allows the board of education to develop statewide performance standards to be culturally relevant, historically and scientifically accurate, and nondiscriminatory. Authorizes a standards-based curriculum and its related educational materials to be nondiscriminatory. Establishes certain requirements for school complexes when developing standards-based curricula. Requires the Department of Agriculture to collaborate with agricultural growers and researchers to develop and implement a program to safely distribute disease- and insect-free tropical plant materials to Hawaii farmers. Appropriates funds.
Requires the department of education conduct a comprehensive cost analysis of the department's food services and student meals programs to, in part, increase the use of locally grown agricultural products. Requires a report to the legislature. Effective 7/1/2050. (HD1)
Creates an income tax credit to incentivize the food manufacturing industry in the State. Applies to taxable years beginning after December 31, 2020.
Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the Food Safety Modernization Act, and develops specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public. Proposes an amendment to article X, section 1, of the Hawaii State Constitution to require that the statewide public school system be thorough and efficient. Effective 7/1/2050. (HD1)
Requires public schools, private schools, and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform selfreview of seizure disorder materials annually.
Authorizes the issuance of special license plates for recognition and protection of the State's natural resources. Effective 7/1/2051. (SD1)
Requires the department of land and natural resources to regularly maintain trails and streams under its jurisdiction on a regular or scheduled basis.
Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.
