Prohibits health insurers, mutual benefit societies, and health maintenance organizations from excluding coverage of a service solely because the service is provided through telehealth and not through face-to-face contact. Requires parity between telehealth services and face-to-face services for purposes of deductibles, copayments, coinsurance, benefit limits, and utilization reviews.
Establishes limits on the government's use of facial recognition systems, with certain specified exceptions.
Require DOH, in conjunction with DHS and insurance commissioner, to conduct a study to determine the feasibility of an all-payer global budgeting pilot program for hospital care.
Prohibits the sale of all flavored tobacco products. Establishes fines and penalties for violations. Effective 01/01/2023.
Specifies additional exceptions under child labor laws to include work-based learning programs with employers.
Appropriates funds to expand the Hawaii State Health Insurance Assistance Program by: (1) contracting with third party service providers and staffing consultants and (2) recruiting more volunteers.
Part I: Establishes the clean energy and energy efficiency revolving loan fund. Repeals the building energy efficiency revolving loan fund. Authorizes moneys in the green infrastructure special fund to be used to finance the option to purchase solar systems and other clean energy equipment, including the purchase or lease of electric vehicles. Appropriates funds out of the clean energy and energy efficiency revolving loan fund. Part II: Replaces the Department of Business, Economic Development, and Tourism with the Hawaii Green Infrastructure Authority as the administering agency for the motion picture, digital media, and film production income tax credit.
Exempts hydrogen fuels from petroleum product measurement requirements. Effective 7/1/2050. (HD1)
Requires farm owner or operators to confine egg-laying hens in accordance with the standards established in this measure. Effective 12/31/25, prohibits a business owner or operator from selling shell eggs or egg products that are produced by egg-laying hens that were confined in a cruel manner.
