RELATING TO SEARCHES OF FEMALE INMATES.

Requires pat downs and searches of female inmates to be conducted by a female correctional facility employee unless the inmate presents a risk of immediate harm to self or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress for the purpose of conducting a search unless an inmate in the area presents a risk of immediate harm to self or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee to be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes. Effective 7/1/3000. (HD1)

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care and services related to the diagnosis, treatment, or prevention of HIV. Specifies that a minor, under certain circumstances, shall not be liable for payment associated with the diagnosis, treatment, or prevention of HIV. Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render such medical care and services to minors. Effective 7/1/2060. (HD1)

RELATING TO FLOOD MITIGATION.

Appropriates funds for flood mitigation measures at Makaha Valley and Lualualei, based on structural and nonstructural measures recommended in studies previously conducted.

RELATING TO ENERGY.

Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. RELATING TO MOTOR CARRIERS.

Specifies that the fee for a common or contract carrier by motor vehicle that is a tour bus operator is 2.5 per cent of the tour bus operator's gross revenues or $20, whichever is greater.

RELATING TO DATA COLLECTION.

Requires that the sexual orientation and gender identity of persons processed for crimes be included in the systems of identification, if disclosed. Requires that sexual orientation and gender identity information collected under this measure remain confidential and be used strictly for statistical research and data analysis purposes. RELATING TO UNATTENDED ANIMALS IN MOTOR VEHICLES.

Limits civil and criminal liability for persons who remove from motor vehicles unattended animals that are in physical danger; provided the person's actions are reasonable, in good faith, and in accordance with other requirements. Effective July 1, 2050. (HD1)
