Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the federal Food Safety Modernization Act, and develop specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public.

Enables the director of commerce and consumer affairs to license counselors from states which participate in the Counseling Compact.
Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.
Makes sexual assault in the fourth degree a class C felony.
Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.
Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by a law enforcement officer. Establishes standards, training deadlines, administrative procedures, and reporting requirements.
Requires county police departments to provide training, in collaboration with the Department of Health and University of Hawaii, to officers having contact with individuals experiencing homelessness, behavioral health issues including substance use, or mental health issues. Appropriates funds for coordinated and collaborative activities including training, referrals to service providers, and technical assistance. Requires reports to the Legislature.
Provides protections to individuals involved in the sex trade from the consequences under criminal law of disclosing their engagement or being identified as engaging in prostitution while in the course of seeking medical or law enforcement assistance.
Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.
Prohibits commercial operators of surfing tourism, instruction, and lesson companies from providing, or allowing the wearing of, footwear during lessons taking place on or above certain submerged reefs.
