RELATED TO DRIVING UNDER THE INFLUENCE.

Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.

RELATING TO PEDESTRIAN SAFETY.

Prohibits pedestrians from walking along the roadway of an interstate highway, an auxiliary interstate highway, or certain state highways except while conducting authorized first responder duties or highway maintenance duties. Effective 7/1/3000. (HD1)

RELATING TO RETIRANTS.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficult—to-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION.

Designates student transportation as critical infrastructure and a critical service for Hawaii's public education system. Requires all school bus contracts between the State and the contractor to include certain standards, performance metrics, and accountability requirements to prevent service disruptions. RELATING TO CHILD CARE.

Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria. Requires reports to the Legislature. Sunsets the pilot program on 6/30/2028. Effective 7/1/3000. (HD1)

RELATING TO DECARBONIZATION.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program in Hawaii. RELATING TO STUDENT HEAT EXPOSURE SAFETY.

Requires the Department of Education, in collaboration with the Department of Health and State Public Charter School Commission, to conduct a study on the current practices of managing heat exposure in state public and charter schools to protect students' health during outdoor activities and to develop a plan if the current practices are insufficient in managing heat exposure. Effective 7/1/3000. (HD1)
