Establishes a class of artisan-scale composting operations exempt from department of health regulations to divert organic materials from Hawaii's landfills.
Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Makes an appropriation.
Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend.
Requires the Department of Agriculture and Agribusiness Development Corporation to annually lease at least fifty per cent of land leased or up for lease renewal to operations whose primary business is local food production beginning 1/1/2022. Requires the Department of Agriculture and Agribusiness Development Corporation to submit reports to the legislature on leasing activities.
Increases the Board of Agriculture Chairperson's authority to approve agricultural loans and aquacultural loans not to exceed $50,000 of state funds, rather than $25,000.
Establishes the position of the chief data officer within the office of enterprise technology services to assist the chief information officer in the oversight and management of the State's data portal and computer and data systems. Requires each executive department agency to make appropriate and existing electronic data sets available to the public. Appropriates funds for the establishment of a chief data officer position.
Increases administrative and criminal penalties for those who violate the Hawaii pesticides law.
Includes the line of voters at a voter service center, place of deposit, or its appurtenances in the prohibition of campaign related activities taking place within the 200-foot perimeter surrounding voter service centers, place of deposits, and appurtenances.
Requires the auditor, with the assistance of the department of human services, to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness, subject to federal matching funds. Requires the auditor to submit a report to the legislature. Appropriates funds.
Removes the $10 per visit per day cap on the dollar-for-dollar match received by Supplemental Nutrition Assistance Program beneficiaries under the Hawaii Healthy Food Incentive Program, also known as the Double Up Food Bucks Program. Specifies that healthy proteins are eligible purchases under the program. Makes an appropriation to the Department of Agriculture to expand funding for the program.
