Allows for the installation of certain energy-efficient technologies on any privately owned single-family residential dwelling or townhouse, with limited restrictions. RELATING TO PUBLIC LAND LIABILITY.

Repeals the task force on beach and water safety and risk assessment working group. Requires the design and placement of warning signs, devices, and systems on certain areas of the State to be approved by the chairperson of the board of land and natural resources and the respective county mayors. RELATING TO THE HAWAIIAN HOMES COMMISSION.

Allows the Department of Hawaiian Home Lands to retain independent legal counsel as needed. Authorizes the Department of Hawaiian Home Lands to use the services of the Attorney General as needed and when the interests of the State and the Department of Hawaiian Home Lands are aligned. Provides that funds owed to independent legal counsel shall be paid by the State.
