Authorizes advanced practice registered nurses and physician assistants to practice medical aid in dying or provide counseling to a qualified patient. Requires an attending provider to make an initial determination in person or via telehealth. Amends the mandatory waiting period between oral requests and the provision of a prescription. Prohibits the disclosure, discovery, or compelled production of information collected or retained pursuant to incidental or routine communication between DOH and qualified patients or providers. Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a report that assesses the resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Requires the Executive Director of the Office of Language Access to submit an annual report to the Governor and Legislature on the compliance of state agencies and certain entities with state and federal language access laws, complaints of noncompliance if any, resolution of the complaints, and recommendations on how to enhance and promote language access. Makes appropriations to fund the establishment of one full-time equivalent (1.0 FTE) Limited-English Proficiency Language Coordinator position in the Office of Language Access; the operating expenses of the Office of Language Access to collaborate with all state departments to ensure compliance with all state and federal language access laws; and the development by the Office of Language Access of a comprehensive statewide plan to increase language access. Makes unlawful the sale of flavored tobacco products, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via inperson exchange. Includes e-liquid and electronic smoking devices within the definition of "tobacco products" as used in the cigarette tax and tobacco tax law. Abolishes the Electronic Smoking Device Retailer Registration and Enforcement Unit. Effective 07/01/2060. (SD2)

Prohibits the sale, import, harvest, or export of certain coral products, with certain exceptions. Requires the Department of Land and Natural Resources to amend its administrative rules accordingly no later than 12/31/2024. (SD3)

Beginning July 1, 2023, prohibits the operation of underground storage tanks with a capacity greater than 100,000 gallons. Effective 7/1/2050. (SD1)
