RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to specific, limited cases. Raises the burden of proof for property forfeiture to clear and convincing evidence. Authorizes the use of certain forfeited property by local or state agencies for a limited time. Directs forfeiture proceeds to certain involved state and local governments and to the general fund. Amends the allowable uses of moneys in the criminal forfeiture fund. Requires the Attorney General to adopt rules. Advances the deadline for the Attorney General to report to the Legislature on the Hawaii omnibus criminal forfeiture act. Effective 1/1/2222. (HD2)

RELATING TO STREAM MAINTENANCE.

Requires the department of land and natural resources to establish and implement a two-year stream maintenance reimbursement pilot program to reimburse homeowners for clearing debris in and around streams near their property. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO INDIVIDUAL SPORTS.

Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend. Effective 7/1/2051. (HD1)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State. Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification. Requires the department of transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license. Effective 1/1/2050. RELATING TO STATE PARKS.

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Adopts certain procedural requirements prior to the filing of a civil action for childhood sexual abuse or naming of "Doe" defendants. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 7/1/2060. (HD1)
