RELATING TO AGRICULTURE.

Appropriates funds for the department of agriculture to hire a consultant to work with hemp farmers to identify the infrastructure needs of hemp farmers and the hemp industry in Hawaii. Requires report to the legislature, governor, and chairperson of the board of agriculture. Effective 6/30/3000. (HD1)

RELATING TO COUNTIES.

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose. Effective 7/1/3000. (HD1)

RELATING TO CONVEYANCE TAX.

Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes the homeless services fund. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund. Allocates ten percent of conveyance tax collections to the homeless services fund. Effective 6/30/3000. (HD1)

RELATING TO HEALTH CARE PRECEPTORS.

Expands the definitions of "preceptor" and "volunteer-based clinical training rotation" to allow for improved accessibility for providers to receive income tax credits. Adds dieticians, physician assistants, and social workers to the list of preceptors. Includes the director of health on the preceptor credit assurance committee. Applies to taxable years beginning after 12/31/2023. Effective 6/30/3000. (HD1)

RELATING TO TARO.

Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)

RELATING TO LOAN REPAYMENT FOR HEALTH CARE PROFESSIONALS.

Appropriates funds for the loan repayment program for health care professionals; provided that the funds are matched on a dollar-for-dollar basis by funds from a private or another public source. Effective 6/30/3000. (HD1)

RELATING TO CHAPTER 457J, HAWAII REVISED STATUTES.

Exempts birth attendants practicing on or before 7/1/2025 from licensure requirements, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process. Effective 6/30/3000. (HD2)
