Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.

Adopts the nurse licensure compact. Beginning 01/01/2026, requires nurses who hold multistate licenses issued by a state other than Hawaiʻi to complete demographic data surveys. Authorizes the Board of Nursing to assess different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaiʻi Employer-Union Health Benefits Trust Fund. Effective 1/1/2025.
Appropriates moneys to the Department of Human Services for the Preschool Open Doors program. Declares that the appropriation exceeds the general fund expenditure ceiling.
Requires and appropriate moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Amends sources of funding for and imposes a limit on moneys retained in the victim information and notification system special fund. Appropriates moneys into and out of the automated victim information and notification system special fund. Requires the Department of Law Enforcement to coordinate crisis intervention training for state and county law enforcement agencies and crisis intervention officers. Requires the Department of Health to certify crisis intervention officers. Defines "crisis intervention officer". Authorizes crisis intervention officers to order persons determined to be imminently dangerous to themselves or others to be transported to a designated behavioral health crisis center. Establishes positions. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
