RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, Hawaiʻi Revised Statutes. Makes appropriations to establish six full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Effective 7/1/3000. (HD1)

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report. Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.

RELATING TO HOUSING.

Requires, for fixed-term tenancies, a landlord to notify a tenant of any intent to raise the rent for any subsequent rental agreement or any intent to terminate a rental agreement sixty days before the expiration of the original rental agreement. Increases the required notice period for intent to terminate for week-to-week tenancies. Effective 7/1/3000. (HD1)

RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)

RELATING TO CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the Legislative Reference Bureau for two full-time equivalent positions to assist in effectuating this requirement. Appropriates funds to the Department of Education for the expansion of civic education in the public schools. Effective 7/1/3000. (HD1)
