Defines and provides requirements for the use of a portable solar generation device. Provides that electric utility companies are not liable for any damage or injury caused by a portable solar generation device. Requires each portable solar generation device to be registered with the Public Utilities Commission. Requires the Public Utilities Commission to establish and maintain an online system for registration of portable solar generation devices, at no cost to the customer. Effective 7/1/3000. (HD1)

Authorizes the issuance of reimbursable general obligation bonds in four tranches to provide the necessary funds for the Condominium Loan Program. Appropriates funds from the Hurricane Reserve Trust Fund to provide initial coverage of the bond payments. Effective 7/1/3000. (HD1)

Establishes a Teacher National Board Certification Incentive Program to incentivize public charter school teachers who achieve national board certification under the National Board for Professional Teaching Standards. Requires that incentives paid to public charter school teachers under the Teacher National Board Certification Incentive Program established for public charter school teachers and other teacher differentials be paid from funds appropriated to the State Public Charter School Commission, instead of the per-pupil allocation. Effective 7/1/3000. (HD1)

Requires the Department of Education to make available all public school outdoor facilities and grounds on Saturdays and Sundays for public and community use without the need for any license, permit, or deposit of fees, under certain conditions. Requires reports to the Legislature. Repeals on 6/30/2030.

Upgrades the penalties for operating a vehicle under the influence of an intoxicant while highly intoxicated, including outlining additional requirements for probation. Effective 7/1/3000. (HD1)

Requires every government agency that maintains, uses, collects or processes the home address of a covered public servant or candidate, to ensure that their home address is not publicly accessible. Requires every government agency to redact or otherwise remove home addresses from certain websites, databases, and printed documents or publications. Authorizes an individual to request disclosure of the home address, under certain circumstances. Allows a covered public servant or candidate to object to the disclosure of their home address.
