Requires the Department of Health to construct, establish, and operate an environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. Allows the Director of Finance to issue general obligation bonds.

Establishes the Hawaiʻi Coastal Commission and the Shoreline Buyback Program, which permits the Commission to purchase eligible shoreline properties and make those properties available for affordable rental housing. Appropriates funds.

Allows tenants who prevail in a lawsuit for a violation of the Residential Landlord-Tenant Code to be awarded reasonable attorney's fees and costs and threefold damages.
Requires the Department of Agriculture to develop tax incentives, rebates, grants, and loan programs to incentivize and provide financing for agrivoltaic farms and solar energy systems on certain agricultural land. Requires a report to the legislature.
