Effective 1/1/2025, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions.
Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.
Prohibits retailers from selling or offering for sale certain combustion engine-powered mopeds beginning 1/1/2026.
Requires, for fixed-term tenancies, a landlord to notify a tenant of any intent to raise the rent for any subsequent rental agreement or any intent to terminate a rental agreement sixty days before the expiration of the original rental agreement. Increases the required notice period for intent to terminate for week-to-week tenancies. Effective 7/1/3000. (HD1)
Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the Legislative Reference Bureau for two full-time equivalent positions to assist in effectuating this requirement. Appropriates funds to the Department of Education for the expansion of civic education in the public schools. Effective 7/1/3000. (HD1)
Repeals language that gives the Director of Finance discretion to use moneys in the Hawaiʻi ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the Director of Finance to expend moneys in the Hawaiʻi ABLE Savings Program Trust Fund to provide incentive payments to Hawaiʻi public school ABLE account owners. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation to the Department of Budget and Finance to fund the incentive payments. Makes an appropriation to the Department of Health for one full-time equivalent (1.0 FTE) permanent position within the State Council on Developmental Disabilities to provide statewide outreach, advocacy, and relationship management for the Hawaiʻi ABLE savings program.
Establishes the Filmmakers Special Fund for the State Foundation on Culture and the Arts to award grants for film, media, and creative industries intellectual property development projects in Hawaiʻi. Repeals the Hawaiʻi Film and Creative Industries Development Special Fund and transfers funds to the Filmmakers Special Fund. Appropriates funds for grants. Effective 7/1/3000. (HD1)
