RELATING TO AIR POLLUTION.

Requires the owner or operator of each waste combustion facility or municipal solid waste landfill to develop a plan to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Requires a publicly available website hosted by the Department of Health to track and display data collected on emissions. Requires the Department of Health to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO MENSTRUAL EQUITY.

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals the statewide curfew for minors. Effective 7/1/3000. (HD2)

RELATING TO CAMPUS SAFETY.

Requires all existing University of Hawaiʻi employees to be provided training on federal laws and University of Hawaiʻi policies regarding sex discrimination and sexual misconduct by December 31, 2024. Clarifies that amnesty provisions are applicable to only students and the student conduct code. Appropriates funds out of the general revenues of the state, rather than the University of Hawaiʻi Tuition and Fees Special Fund, for fiscal year 2024-2025 for operating expenses and to establish positions.
