Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaiʻi State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with the Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Establishes full-time equivalent ( .0 FTE) policy analyst positions within the Office of Planning and Sustainable Development. Appropriates funds. Effective 6/30/3000. (SD2)
Requires the Department of Health to establish a Refrigerant Management Program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from stationary, commercial, and industrial refrigeration systems and air conditioning systems and adopt rules for the regulation of the use of such refrigerants. Requires the State Building Code Council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the State Building Code. Specifies that no law, rule, ordinance, or code, including the State Building Code, shall prohibit or limit the use of a refrigerant deemed acceptable under federal law. Appropriates funds. Extends the State's energy-efficiency portfolio standards from 2030 to 2045. Authorizes the public utilities commission to establish interim goals. Effective 7/1/2050. (SD1)
Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent on or after 7/1/2026. Excludes roasted or instant coffee produced in whole or in part from Hawaiʻi-grown green coffee beans that are not offered for retail sale directly to consumers from labeling requirements. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in the State. Authorizes retailers who, by 6/30/2024, purchase roasted or instant coffee blends that use a geographic origin in labeling or advertising containing less than twenty per cent Hawaiʻi-grown coffee by weight to sell-off coffee inventory until 12/31/2024.
