Requires the Department of Education to develop and implement a climate education, environmental sustainability, and indigenous knowledge into the K-12 curriculum and climate education and environmental sustainability teacher training and professional development programs. Requires the University of Hawaii to develop and implement a series of courses on climate education and environmental sustainability, to be completed by every student prior to the student's graduation, and establish sustainability practices across all university campuses to promote sustainability. Requires the Department of Education and University of Hawaii to conduct annual sustainability audits across their respective campuses to assess the progress of each campus in integrating sustainability into their curriculum and operations.

Requires the Executive Office on Early Learning to establish parent-staff early learning collectives to combine professional early-learning services with structured parental involvement. Establishes an Early Learning Cooperative Advisory Council. Appropriates funds.
Beginning with the 2025-2026 school year, requires the Department of Education to establish a cardiopulmonary resuscitation and automated external defibrillator training program for public school students in grades six through twelve as part of existing health or physical education curriculum. Beginning with the 2025-2026 school year, requires the establishment of a cardiac emergency response plan in all public elementary, middle, intermediate, and high schools in the State.
Appropriates funds for the School of Ocean and Earth Science and Technology within the University of Hawaii to establish and operate a Center for Climate Resilient Development.
Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Reenacts the agricultural development and food security special fund. Requires reports to the Legislature.
Prohibits counties from permitting or allowing retention and detention ponds to be constructed except under certain conditions. Requires the Department of Health to inspect retention and detention ponds statewide. Establishes certain safety requirements. Appropriates funds.
Imposes a cap on charges for searching for, reviewing, and segregating government records under the Uniform Information Practices Act. Provides for a waiver of fees in certain circumstances when the public interest is served by a government record's disclosure.
Repeals staff of the legislative branch of the State from the list of individuals not included in any appropriate bargaining unit. Specifies that the President of the Senate and the Speaker of the House of Representatives shall each have one vote if they have employees in a particular bargaining unit for the purposes of negotiating a collective bargaining agreement.
Establishes a wealth asset tax of one per cent of the state net worth of each individual taxpayer who holds $20,000,000 or more in assets in the State.
Prohibits the construction, modification, or expansion of waste or disposal facilities that are near or above a significant aquifer. Allows counties to apply for exemptions to state siting standards if they meet certain criteria.
