Requires the Office of Environmental Quality Control to establish, implement, and maintain an interactive website available to the public at no cost that provides certain information and notifications regarding environmental assessment and environmental impact statement actions. Appropriates funds. Effective 7/1/2050. (HD1)
Prohibits a county from enacting any ordinance that prohibits a person from lying by the roadside in safety in accordance with the law of the splintered paddle.
Beginning January 1, 2023, bans the sale, offer of sale, or distribution in the State of any sunscreen that contains avobenzone or octocrylene, or both, without a prescription issued by a licensed healthcare provider to preserve marine ecosystems. Effective 7/1/2050. (HD1)
Requires that the state building code council include voting members with experience and knowledge in building energy efficiency standards and sustainable building, design, construction, and operation. Requires that the counties amend or adopt their respective building codes and standards based upon the International Energy Conservation Code within an unspecified time frame after the adoption of the Hawaii state building energy conservation code. Requires public school students to complete a course in ethnic studies. Requires the superintendent of education to develop a model curriculum in ethnic studies, circulate the curriculum for public comment, and obtain approval of the curriculum from the board of education. Effective 7/1/2050. (HD1)
Establishes an income tax credit for the conversion of gasolinepowered buses to hydrogen-powered buses or the purchase of new hydrogen-powered buses. Effective 7/1/2050. (HD1)
Permits charitable organizations to hold online fundraising events, including online raffles. Excludes online fundraising by charitable organizations from the definition of "gambling" in the Hawaii penal code.
Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.
Amends the environmental response, energy, and food security tax to address carbon emissions. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Tax credit applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
