Requires charter school authorizers to provide a list of approved independent auditors, rather than selecting three independent auditors, from which their respective charter school is to select an independent auditor for its annual financial audit. Effective 7/1/2050. (HD1)

Establishes the Hawaii 2030 economic diversification task force to develop a plan to diversify the State's economy by 2030. Requires the task force and the auditor to submit reports to the legislature.
Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products. Effective 7/1/2051. (HD2)
Prohibits the manufacture for sale, sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. (HD1)
Beginning 1/1/2022, prohibits the issuance of building permits for new building construction unless the applicant provides sufficient proof that the building will be able to withstand category four hurricanes. Beginning 1/1/2022, requires building permits to be obtained for work performed for state government agencies on all new public buildings, and requires new public buildings to be designed to withstand category five hurricanes. Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, and to the preservation of the natural, cultural, scenic and healthful qualities of the environment. Clarifies that the rights guaranteed may not be diminished by Article XI, Section 9, of the State Constitution. Effective 7/1/2050. (HD1)
Establishes a remote work transition grant program within DBEDT to assist businesses in converting to virtual offices or building remote work capabilities. Appropriates funds.
Imposes a fee for selling sugar-sweetened beverages at the distributor level to be collected by the Department of Health. Establishes a special fund into which revenues are deposited. Establishes a trust fund in the private sector to receive revenues from the special fund. Establishes a healthy ohana committee to advise the department on the administration of the trust fund. Makes appropriations.
Requires that a majority of the members of the Hawaiian Homes Commission be beneficiaries and on the waitlist. Requires quarterly reporting to the legislature and beneficiaries on land dispositions made during the quarter. Authorizes the governor to establish an inter-agency council. Requires a full accounting of Act 14, Special Session Laws of Hawaii 1995, expenditures within one year. Allows the Hawaiian Homes Commission to retain separate counsel from the attorney general to provide service to the Commission and beneficiaries. Requires the Legislative Reference Bureau to conduct a study on the implications of creating a position for the director of the department of Hawaiian home lands that is separate from the chairperson of the Hawaiian Homes Commission.
Extends the earned income tax credit by five years. Effective 7/1/2050. (HD1)
