Requires public school students to complete a course in ethnic studies. Requires the superintendent of education to develop a model curriculum in ethnic studies, circulate the curriculum for public comment, and obtain approval of the curriculum from the board of education. Effective 7/1/2050. (HD1)

Proposes a constitutional amendment to lower the qualifying age of voters for any state or local election to sixteen years of age.
Requires DLNR to develop a plan to reduce the disposition of public lands for military activities and make recommendations regarding the remediation and restoration of public lands that have been damaged by military use. Requires DLNR to convene an advisory committee to provide recommendations regarding the plan. Requires reports to the legislature.
Requires original equipment manufacturers of digital electronic devices to make diagnostic and repair information available to owners of equipment manufactured by the original equipment manufacturer and independent repair providers.
Requires DOE to establish a threeyear pilot program for the development and implementation of a traumainformed education program in the Castle, Kailua, and Kalaheo complex areas, based on the NanakuliWaianae complex area traumainformed education programs and report to the legislature. Requires the use of the public utilities commission's universal service fund to provide free telecommunications access to information for individuals with print disabilities.
Amends the environmental response, energy, and food security tax to address carbon emissions. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Tax credit applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
Amends the penalties for reckless driving and improperly displayed license plates. Effective 1/1/2022.
Requires the department of defense to conduct a vulnerability study that provides recommendations for areas in the State that should be protected by decorative bollards and submit a report to the legislature.
