Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.
Requires the department of transportation to amend the adopt-a-highway program to reduce the minimum number of years a program participant must agree to clean up litter on a highway from two years to one year. Appropriates funds for the department of transportation to establish an anti-litter campaign.
