Requires the department of land and natural resources to establish a green user fee program to collect user fees for certain parks. Requires the department of land and natural resources to develop a mobile application for the green user fee program. Exempts certain individuals from the green user fee program. Appropriates funds. Establishes within the Hawaii State Energy Office the future fusion task force to promote the use of fusion as an energy source in the State.
Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.
Requires the Commission on Water Resource Management to conduct an audit of the State's surface water transmission systems.
Establishes and appropriates moneys for a four-year Pacific cultural court pilot program in the family court of the first circuit. Effective 6/30/3000. (HD1)

Requires deposit beverage distributors that sell, offer for sale, or distribute deposit beverage containers in the State to meet minimum postconsumer recycled content requirements or minimum non-petroleum materials content requirements. Effective 6/30/3000. (HD1)
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events. Effective 6/30/3000. (HD1)
Requires the department of transportation to authorize state and county traffic projects to make changes, as necessary, to traffic flow and mitigation efforts. Prohibits contractors from charging additional fees to amend traffic flow and safety or mitigation efforts.
