RELATING TO ORGANIC WASTE DIVERSION.

Updates the State's integrated solid waste management goals and priorities to include organic waste diversion. Requires the counties to incorporate organic waste diversion into their respective integrated solid waste management plan. Effective 6/30/3000. (HD1)

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. RELATING TO MEDIA LITERACY.

Authorizes school complexes to incorporate media literacy in its standards-based curriculum, including content that prevents negative impacts of misinformation, disinformation, digital discrimination, and online hate speech. Repeals certain requirements related to standards-based curriculum. Effective 6/30/3000. (HD1)

RELATING TO CLEAN ENERGY.

Requires the clean energy initiative program to design, implement, and administer a plan to increase jobs aligned with the State's transition to a clean energy economy and strategies for evaluating and supporting a transition to a clean energy economy that advances social equity. Authorizes the use of the energy security special fund to create jobs that advance the State's goals of achieving greater energy security and adapting to climate change, expand workforce development and training programs for workers transitioning to a clean energy economy, and strengthen social equity in the adoption of clean energy technology. RELATING TO THE COMMUNITY COURT OUTREACH PROJECT.

Makes the community court outreach project permanent. Amends the project to address homeless defendants and expand the opportunities for eligible defendants to participate. Appropriates funds for additional personnel and enhanced security services. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Establishes permitting and education requirements for pharmacists performing certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA). Expands the definition of "practice of pharmacy" to include the ordering and collection of specimens for certain diagnostic-related or CLIA-waived tests. Effective 6/30/3000. (HD2)

RELATING TO THE GENERAL EXCISE TAX.

Exempts medical and dental services provided by health care providers to patients who receive Medicaid, Medicare, or TRICARE benefits from the general excise tax. Applies to taxable years beginning after 12/31/2023. Effective 6/30/3000. (HD1)
