Requires the Department of Education to assess its facilities and provide the legislature with a list of priority facilities in each county at which the installation of renewable energy systems on school facilities would provide the most benefit, provide a list of priority play areas on school campuses in each county that are most in need of covered play areas to protect children from over-exposure to heat and ultraviolet rays, and assess and report on the feasibility of including renewable energy systems on play area covers on school campuses. Requires a report to the legislature. Effective 6/30/3000. (HD1)
Establishes within the Hawaiʻi State Energy Office the future fusion task force to promote the use of fusion as an energy source in the State.
Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Requires the office of elections to submit options for different voter information guides and their respective cost estimates to the legislature before the Regular Session of 2024.
Amends the vehicle weight tax exemption for noncommercial vehicles by removing the exemption for military reserves and other active duty military personnel and adding an exemption for certain veterans.
Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. Increases the percentages of local agricultural products that certain departments are required to purchase by certain deadlines. Expands annual reporting requirements to include the total spending by certain market channels. Requires the University of Hawaiʻi system to include a corrective action plan in its respective report to the legislature, should it not meet its benchmark. Repeals the separate benchmark for the department of education that requires thirty per cent of food served in public schools to consist of locally sourced products by 2030. Appropriates funds for the establishment of a farm-to-state liaison within the office of the governor. Effective 6/30/3000. (HD1)
Amends the definition of "restricted use pesticide" to include neonicotinoid pesticides.
Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties.
