RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. RELATING TO AFFORDABLE HOUSING.

Requires that Hawaiʻi housing finance and development corporation housing projects include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.

RELATING TO ROOFTOP SOLAR INSTALLATION.

Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaiʻi state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)

RELATING TO HIGHWAYS.

Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events. Effective 6/30/3000. (HD1)

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. RELATING TO CONVEYANCE TAX.

Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes the homeless services fund. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund. Allocates ten percent of conveyance tax collections to the homeless services fund. Effective 6/30/3000. (HD1)

RELATING TO WASTEWATER MANAGEMENT.

Requires each county to submit to the Legislature a comprehensive integrated wastewater management plan report that addresses and identifies the county's wastewater management needs, including financial needs. Effective 6/30/3000. (HD1)
