Establishes the Automated Speed Enforcement Systems Program. Authorizes the state or counties to administer the Automated Speed Enforcement Systems Program. Requires fines collected beginning 1/1/2025 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program. Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Appropriates funds to the Department of Education to strengthen student transportation services for Hawaiʻi's public school system.
Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Appropriates funds.
Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.
Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)
Requires the health benefits plan or plans established by the Employer-Union Health Benefits Trust Fund board to meet or exceed the requirements of the Prepaid Health Care Act. Effective 7/1/3000. (HD1)
Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program.
