RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Appropriates funds into and out of the Rental Housing Revolving Fund to provide loans or grants for mixed-income rental projects or units in mixed-income rental projects for qualifying individuals and families. Appropriates funds for an unspecified number of finance specialist positions to assist with these loans and grants. Declares that the general fund expenditure ceiling is exceeded. Effective 7/1/3000. RELATING TO INVASIVE SPECIES.

Requires the Department of Agriculture to establish and implement an invasive species inspection placard program to enhance the control, removal, and eradication of invasive species on the premises of an agricultural producer and inform the public of the most recent invasive species inspection results for agricultural producers. Appropriates funds to mitigate the spread of the little fire ant and coconut rhinoceros beetle in the State. Effective 7/1/3000. (HD1)

RELATING TO SPORTS FACILITIES.

Lapses appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority. Transfers certain special fund moneys earmarked for the development of a new stadium in Halawa to the general fund. Authorizes the issuance of general obligation bonds for a new stadium on the University of Hawaiʻi at Manoa campus. Renames the Stadium Authority as the Halawa Redevelopment Authority and the Stadium Development District as the Halawa Redevelopment District. Amends the powers and duties of the Halawa Redevelopment Authority. Effective 6/30/3000. (HD1)
