RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT.

Exempts from the Hawaiʻi Public Procurement Code educational materials and related training for direct student instruction in career and technical education programs within the Department of Education. (SD1)

RELATING TO EMPLOYEE BENEFITS.

Extends, under certain conditions, the family leave period under state law, for up to eight additional weeks for employees who are unable to perform their employment duties due to the birth of a child who is required to stay in a neonatal intensive care unit. Amends the definition of "because of sex" in section 3781, HRS, that governs discriminatory employment practices, to include neonatal care. Requires the Civil Rights Commission to amend its administrative rules to ensure that neonatal care is included as a "related medical condition" wherever the phrase "pregnancy, childbirth, or related medical condition" or any similar phrase is used. RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT.

Amends income tax brackets. Temporarily amends the applicable percentage of the employment-related expenses for which the child and dependent care income tax credit may be claimed and permanently provides for a disallowance period when there is a final administrative or judicial decision finding that the claim was due to fraud or disallowing the credit. Amends state conformity with certain federal deductions. Takes effect 12/31/2050. (SD1)

RELATING TO MAMAKI TEA.

Imposes labeling requirements for mamaki tea grown in the State. Appropriates funds to the Department of Agriculture to administer the mamaki tea labeling requirements. Effective 7/1/3000. (SD1)

RELATING TO AGRICULTURE.

Establishes a food manufacturer tax credit. Defines "qualified taxpayer" as a manufacturer that produces value-added processed, agricultural, or food products. Applies to taxable years beginning after 12/31/2023. Effective 6/30/3000. (SD2)

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" used in historic preservation laws to only include property listed on the Hawaiʻi or National Register of Historic Places or built before 8/21/1959. Require historic review for proposed projects on existing privately-owned single-family detached dwelling units or townhouses only if the unit or townhouse is historic property. Effective 7/1/3000.
