Requires a retailer of certain batteries to implement a program in which the retailer accepts used batteries for reuse, recycling, or other means of disposal. Requires the Department of Health to expand its recycling operations to accommodate the recycling of batteries. Appropriates moneys.

Requires the Auditor to conduct a management and program audit of the Department of Education's policies relating to bullying and cyberbullying, especially as they apply to students who are members of certain minority groups.

Requires at least one secondary school in a geographic complex area to provide a career and technical education program beginning in the 2020-2021 school year.
Appropriates funds to the University of Hawaii to fund one or more programs sponsored or organized by a University of Hawaii community college or a four-year campus to expand opportunities for international college experiences for University of Hawaii students. Requires the University of Hawaii to work in collaboration with the department of business, economic development, and tourism and requires a report to be submitted to the legislature.
Establishes an annual general excise tax holiday for consumers and businesses that sell clothing and bags with a retail price under $60 and school supplies with a retail price under $15; provided that businesses pass savings on to consumers.
Establishes a single-payer healthcare system in Hawaii by transferring Prepaid Health Care Act functions to the EUTF and the functions and duties of the Hawaii Health Authority (Department of Budget and Finance) to a newly established State Health Care Insurance Planning and Financing Authority, governed by a nine-member commission, under the Department of Health. Makes an appropriation.
