RELATING TO PUBLIC SAFETY.

Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop sentencing and corrections policies to reduce the State's incarcerated population, reduce correctional spending, increase public safety, and reduce recidivism.

RELATING TO CIVIL LEGAL SERVICES.

Establishes and appropriates funds for the Hawaii Legal Aid Interagency Roundtable to facilitate cooperation between various state agencies regarding civil legal services and access to justice. Adds specific requirements to Hawaii's sexuality health education law. Requires the Board of Education to collaborate with the Department of Education and the Sexuality Health Education Working Group to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian. Establishes the Sexuality Health Education Working Group.

RELATING TO HOUSING.

Establishes the ALOHA homes program under the Hawaii Housing Finance and Development Corporation to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district. Establishes provisions related to the sale of leasehold interest of ALOHA homes. Exempts land set aside or leased to the Hawaii Housing Finance and Development Corporation from the definition of public lands in section 1712, HRS. Establishes the ALOHA homes revolving fund. Authorizes the Hawaii Housing Finance and Development Corporation to adopt rules pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO VEHICLES.

Provides a tax credit to a taxpayer who trades-in a personal motor vehicle and purchases a new motor vehicle in the taxable year. Requires proof of off-street parking for a certificate of registration for a motor vehicle. Requires the director of finance to charge an additional fee for certificates of registration issued to an individual who holds three or more unexpired certificates of registration for motor vehicles owned in an individual capacity at the time the certificate of registration is issued.

RELATING TO PUBLIC REAL PROPERTY.

Requires the Department of Public Safety to establish a temporary sheriff patrol program and the Governor's Coordinator on Homelessness to establish a program contracting private security for the enforcement of laws and rules prohibiting trespassing, camping, or being present after closing hours on certain state real property. RELATING TO ELECTIONS.

Requires candidates for President, Vice President, Governor, Lieutenant Governor, or Mayor to disclose their federal income tax returns to be listed on a general election ballot. Prohibits electors from voting for candidates for President or Vice President if those candidates have not disclosed their federal income tax returns. (HB712 HD1)
