RELATING TO MOTOR VEHICLES.

Provides, under certain circumstances, amnesty for used car purchasers from paying unpaid vehicle registration fees or penalties if the purchaser had no knowledge of the delinquent fees or penalties upon the purchase of the vehicle.

RELATING TO RESERVED HOUSING.

Prohibits the Hawaii Community Development Authority from allowing satisfaction of a development project's affordable housing requirement through a cash payment in lieu of providing reserved housing. Effective 7/1/2075. (SD1)

RELATING TO TAXATION.

Establishes a wind resistive device tax credit for the purchase and installation of wind resistive devices in a non-condominium residential dwelling. Requires the Insurance Commissioner to develop and determine the requirements for the wind resistive devices and to certify claims for the tax credit. (HB799 HD1)

RELATING TO SOLID WASTE.

Requires a retailer of certain batteries to implement a program in which the retailer accepts used batteries for reuse, recycling, or other means of disposal. Requires the Department of Health to expand its recycling operations to accommodate the recycling of batteries. Appropriates moneys.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY BUDGET.
