RELATING TO TRANSPORTATION.

Limits the square footage occupied at any state airport by permitted tour aircraft not in flight to an unspecified number of square feet.

RELATING TO LAND DEVELOPMENT.

Authorizes the Hawaii Housing Finance and Development Corporation to lease real property for a period not to exceed 99 years for the development of certain projects that include affordable housing. Requires the Hawaii Housing Finance and Development Corporation to submit a report to the legislature that identifies all state lands that may be developed for multi-unit dwellings. Authorizes the issuance of $200,000,000 in general obligation bonds, with the proceeds used for the establishment of infrastructure to support the development of housing on lands near the University of Hawaii West Oahu campus. Authorizes the issuance of $75,000,000 in general obligation bonds, with the proceeds used for affordable housing infrastructure in counties with a resident population of 500,000 or less. Authorizes a state or county department or agency to petition the appropriate county land use decision-making authority, rather than the Land Use Commission, for a change in the boundary of a district involving land areas between 15 acres and 25 acres where the majority of the development will be for affordable housing. Authorizes the State Historic Preservation Division to delegate the responsibility of historic preservation project reviews to the impacted county. Establishes the Office of the Housing Ombudsman. Removes the existing statutory cap on the amount of conveyance tax revenues that are deposited into the rental housing revolving fund each fiscal year.

RELATING TO AIR TOURISM.

Establishes a Kauai Air Tourism Working Group to develop a pilot program and consider other actions to address excessive noise from air tourism aircraft on the island of Kauai. Requires a report to the Legislature. Makes an appropriation.

RELATING TO TRANSPORTATION.

Makes an appropriation for road restoration and repair of interstate H-3 and roadways in Haiku valley on the island of Oahu as part of the department of transportation's mitigation of interstate H-3 cultural impacts.

RELATING TO A SCHOOL FACILITIES AGENCY.

Establishes the School Facilities Agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the Legislature, Governor, or Board of Education. Transfers statutes pertaining to the Hawaii 3R's and 3T's programs to a new School Facilities Agency statutory subpart. Places management of school impact fees with the agency. Appropriates funds.

RELATING TO TAXATION.

RELATING TO CHARTER SCHOOLS.

Provides that if BOE grants chartering authority to an authorizer other than the State Public Charter School Commission, the Legislature must appropriate funds to the Commission and any other authorizer based on a per-pupil allocation. Beginning with FY2020-2021, requires the Legislature to make an appropriation to the Commission and any other authorizer that is separate from and in addition to any appropriation made to charter schools pursuant to sections 302D-28 and 302D-29.5, HRS. Requires the transfer of the charter contract and all applicable funding from a former authorizer to a new authorizer within 10 calendar days of board approval. Makes conforming amendments.
