Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, in which the developer resides in one of the units and the initial sale of the other unit has been completed. Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the Food Safety Modernization Act, and develops specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public. Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school. Requires a conversion charter school to enroll a student if the student's individualized education program prescribes that the charter school provides support for blind, deaf, or hard of hearing students. Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Authorizes county police and planning or permitting agencies to enter privately owned residential real property, under certain specified conditions, to address imminent threats to health or safety or violations of county zoning laws that threaten health or safety. Specifies that a property owner who receives a health- or safety-related notice of violation and fails to remediate the violation within the county planning or permitting agency's specified time frame shall be fined a minimum of $1,000 per day and subject to foreclosure proceedings if within a certain number of days the fine is not paid and commencement of remediation is not started.
