RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the regulation of electric foot scooters by the State and counties. Amends definitions of "moped" to exclude electric foot scooters. Retains personal injury protection benefits for any individual sustaining injuries while using or operating an electric foot scooter. (SD2)

RELATING TO THE TRAFFIC CODE.

RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Establishes a working group to: (1) Ascertain the process and status of the transfer of non-agricultural park lands from the department of land and natural resources to the department of agriculture pursuant to Act 90, SLH 2003 (Act 90) and chapter 166E, Hawaii Revised Statutes, regarding non-agricultural park lands; and (2) Determine the challenges and potential remedies necessary to facilitate the process of fulfilling the purposes of Act 90. RELATING TO SURPLUS MILITARY LAND.

Requires the Office of Planning to submit a report to the Legislature containing: (1) an inventory of lands within the State that are leased to or controlled by the federal government; (2) any known contaminants or environmental hazards associated with the inventoried lands based on past environmental studies; (3) input from executive branch departments and agencies and the Office of Hawaiian Affairs on proposed alternative uses for the lands that would be consistent with the departments and agencies' missions if the lands are returned to the State; and (4) its findings and recommendations, including proposed legislation, based on this information. Requires the Department of Land and Natural Resources and the Department of Health to submit reports to the Office of Planning. (CD1)

RELATING TO VETERINARIANS.

Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship immunity from civil liability in the absence of gross negligence. Requires veterinarians to report events of animal injury, death, or abuse to law enforcement where there is reasonable cause to believe that it relates to dogfighting or animal abuse and gives veterinarians immunity for civil liability for making the reports. RELATING TO AGRICULTURAL LANDS.

Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure certain condominium property regime projects within the agricultural district are used for agricultural purposes. (SD2)

RELATING TO REAL ESTATE INVESTMENT TRUSTS.

Authorizes the Department of Taxation to require real estate investment trusts to notify the department of its presence within the State and to report the assets and revenues generated annually. Applies to taxable years beginning after 12/31/2021. (SD2)
