Appropriates funds to the DOE to secure additional resources to help implement the Hawaii farm to school program, specifically to implement internal systems and controls to meet the State's local food goals in school meals. Requires the DOE to submit a report to the legislature no later than 1/1/2023 that details a plan and timeline for implementing the Hawaii farm to school program. Effective 7/1/2050. (HD1)
Temporarily establishes the land study bureau classifications and ratings review subcommittee within the land use commission to review and amend land study bureau classifications and ratings of agricultural lands. Repeals on 12/31/ . Effective 7/1/2050. (HD1)
Provides additional guidance and updates the reporting obligations for state departments, including the department of education, pursuant to Acts 175 and 176 (SLH 2021), which established programmatic goals for the purchase and procurement of locally sourced products. Effective 7/1/2050. (HD1)
Updates the cost valuations of work on buildings for the work to qualify for an exemption from the requirement that plans and specifications for construction projects be prepared by a licensed engineer or architect. (HD1)
Specifies that agricultural multi-use lands under the management of DLNR are not subject to transfer to and management by HDOA. Requires BLNR to revise its land classifications to include agricultural multi-use lands. Establishes and appropriates funds for an agricultural multi-use lands specialist position. Prohibits a production from qualifying for the motion picture, digital media, and film production tax credit if the production hires or compensates an employee of the State or county whose official capacity is related to issuing film permits or facilitating film production. Requires a taxpayer claiming the tax credit to identify any such employee in the statement submitted to DBEDT. (HD1)
Prohibits any person whose driver's license has been administratively revoked or who has been convicted for offenses involving operating a vehicle under the influence of an intoxicant from being eligible for a driver's license without providing proof of compliance with the ignition interlock law. Prohibits a person from driving for two years if the person does not own or have the use of a vehicle for the installation of an ignition interlock device or is otherwise unable to drive during the revocation period. Appropriates funds out of the state parks special fund to raise the expenditure ceiling of the special fund. Effective 7/1/2050. (HD1)
