Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.
Establishes a $500 civil fine for the feeding or attempted feeding of any feral chicken. Provides that the department of health shall enforce this prohibition regardless of whether the department determines there is a nuisance that is dangerous or injurious to health. Authorizes county police departments to issue citations.
Requires that if a student pays resident tuition fees at the John A. Burns school of medicine, the student must work in Hawaii for at least five years within the ten years immediately following the student's graduation from the John A. Burns school of medicine; otherwise, the student must pay the difference between resident and nonresident tuition fees.
Prohibits the public carry of firearms in sensitive places and upon private business establishment or charitable establishment premises, except under certain circumstances.
Prohibits concealed firearms in certain sensitive locations. Requires the department of the attorney general to publish an annual report on licenses to carry. Amends requirements for firearm permitting and licenses to carry firearms. Effective 7/1/2050.
Establishes a five-year pilot program in the department of health to expand existing county programs that make one or more mental health professionals available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. Requires a report to the legislature. Appropriates funds.
