RELATING TO THE LABELING OF PRODUCTS.

Clarifies that in calculating whether a product labeled "Made in Hawaii" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by manufacture, processing, or production within the State, operating and overhead expenses incurred and spent within the State shall be included. Appropriates funds to promote and develop the "Made in Hawaii" brand.

RELATING TO WASTEWATER MANAGEMENT.

Requires each county to submit to the Legislature a comprehensive integrated wastewater management plan report that addresses and identifies the county's wastewater management needs, including financial needs. Effective 6/30/3000. (HD1)

RELATING TO RENEWABLE ENERGY.

Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits to adopt self-certification for solar distributed energy resource systems of 250 kilowatts or less that are not SolarAPP+ compatible. Makes the professional engineers, architects, surveyors, and landscape architects licensure law inapplicable to work with respect to residential distributed energy resource systems and increases the estimated cost of work on certain structures below which that licensure law is inapplicable. RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Authorizes advanced practice registered nurses to make capacity determinations for purposes of advance mental health care directives. Effective 6/30/3000. (HD1)

RELATING TO THE COUNTIES.

Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in the definition of "short-term rental". Effective 6/30/3000. (HD1)

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)

RELATING TO AN INCOME TAX CREDIT.

Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)

RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)
