RELATING TO WATER CONSERVATION.

Appropriates moneys to the City and County of Honolulu Board of Water Supply to create a pilot program that incentivizes residential homeowners in certain dry areas to replace landscaping and irrigation with alternatives that reduce water use. Requires report to the Legislature. Effective 6/30/3000. (SD1)

RELATING TO COLLECTIVE BARGAINING.

Establishes that the representative of labor on the Hawaii Labor Relations Board shall be a person selected by a majority of the exclusive representatives of the collective bargaining units. (CD1)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that supplements existing statewide services by providing training and other services to neighbor island residents who are blind or visually impaired. Requires the department of human services to establish a working group to develop a pilot program implementation plan and submit the plan to the legislature before the regular session of 2024. Requires a report to the legislature on the pilot program before the regular session of 2029. Appropriates funds. Sunsets 6/30/2029. (CD2)

RELATING TO KANEOHE BAY.

Prohibits commercial ocean use activity in Kaneohe Bay waters without a permit. Prohibits any person from advertising any commercial ocean use activity or equipment for such activity in Kaneohe Bay waters for which the person does not have a permit. Establishes enforcement mechanisms for the prohibitions. (CD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires DLNR to develop and publish a website and mobile application that includes the application processes, including a means of collecting any fees, for a permit, license, or reservation needed to conduct recreational and commercial activities in the State. Requires DLNR to make available existing application processes in a digital format to be used on the website and mobile application. Appropriates funds for the establishment of the website and mobile application. (CD1)

RELATING TO PROCUREMENT.

Allows agencies to rank fewer than three persons for professional services when fewer than three qualified persons respond to the solicitation or request to use alternative procurement procedures when no qualified person responds to the solicitation. (CD1)
