Establishes a five-year pilot program in the department of health to expand existing county programs that make one or more mental health professionals available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. Requires a report to the legislature. Appropriates funds.
Authorizes the department of education to stock bronchodilators for emergency use during respiratory distress and authorize department employees to volunteer to administer bronchodilators. Effective 6/30/3000. (HD2)
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Prohibits the sale of flavored tobacco products and the mislabeling of e-liquids as nicotine free. Authorizes the department of health to appoint, commission, or contract for services of inspectors. Establish certain minimum staff-to-patient ratios for hospitals, care homes, and dialysis facilities. Requires hospitals to create hospital staffing committees and staffing plans. Establishes certain meal break, rest break, and overtime provisions applicable to health care personnel at hospitals, care homes, and dialysis facilities. Appropriates moneys to the Department of Labor and Industrial Relations for implementation and enforcement.
