Establishes a five-year pilot program in the department of health to expand existing county programs that make one or more mental health professionals available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. Increases the minimum penalty imposed upon homeowners, renters, and managers of real property when they intentionally, knowingly, or recklessly allow others to unlawfully use aerial devices from their respective properties after 9:00 p.m. and before 9:00 a.m.

Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Establishes a lapse date for any unencumbered moneys appropriated pursuant to Act 227, Session Laws of Hawaii 2021. Effective 6/29/2022. (CD1)
Requires the Department of Land and Natural Resources to recognize that game mammals and game birds provide a food source, that striking an appropriate balance between the management of game mammal and game bird populations and sustainability of the animals' natural habitats to reduce negative impacts to important watershed areas is a priority, and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update the department, office, or agency's rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs.
