RELATING TO SCHOOL MEALS.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. RELATING TO TAXATION.

Establishes a nonrefundable tax credit for commercial property owners that make available parking spaces within the owners' parking lots for use by peer-to-peer car-sharing platforms. Applies to taxable years after 12/31/2022. Effective 7/1/3000. (HD1)

RELATING TO CHILD CARE.

Establishes a two-year infant and toddler child care contracted slots pilot program to develop and implement procedures to subsidize child care slots in licensed infant and toddler child care settings. Requires reports to the legislature.

RELATING TO HAIKU VALLEY.

Establishes the Haiku valley cultural preserve commission with OHA to provide policy and management oversight of the Haiku valley cultural preserve. Establishes the Haiku valley cultural preserve special fund. Authorizes the department of Hawaiian home lands to negotiate an agreement for license or other terms of use of Haiku valley with the office of Hawaiian affairs. Appropriates funds. RELATING TO WASTEWATER MANAGEMENT.

Requires each county to submit to the Legislature a comprehensive integrated wastewater management plan report that addresses and identifies the county's wastewater management needs, including financial needs. Effective 6/30/3000. (HD1)

RELATING TO RENEWABLE ENERGY.

Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits to adopt self-certification for solar distributed energy resource systems of 250 kilowatts or less that are not SolarAPP+ compatible. Makes the professional engineers, architects, surveyors, and landscape architects licensure law inapplicable to work with respect to residential distributed energy resource systems and increases the estimated cost of work on certain structures below which that licensure law is inapplicable. Effective 6/30/3000. (HD1)

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)

RELATING TO AN INCOME TAX CREDIT.

Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)
