RELATING TO HEALTH.

Establishes a joint task force to review policy issues and opportunities relating to the navigation, access, and coverage of medicaid services by individuals with autism or fetal alcohol spectrum disorder and make a recommendation on whether a waiver or other approval from the Centers for Medicare and Medicaid Services is necessary to ensure accessibility of certain services for individuals with autism or fetal alcohol spectrum disorder. RELATING TO PROFESSIONAL MEDICAID SERVICES.

RELATING TO TAXES.

Requires productions to provide evidence of reasonable efforts to comply, rather than actually comply, with all applicable requirements to qualify for the motion picture, digital media, and film production income tax credit. Requires taxpayers be given notice and an opportunity to cure requirements for the motion picture, digital media, and film production income tax credit. Effective 6/30/3000. (HD1)

Requires certain patients subject to emergency hospitalization to be assessed to determine whether a surrogate or guardian is needed to make appropriate health care decisions for the patient.

RELATING TO BREAST CANCER SCREENING.

Increases the categories of women required to be covered for mammogram screenings. Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and digital breast tomosynthesis. Defines "digital breast tomosynthesis". Effective 6/30/3000. (HD1)

RELATING TO CESSPOOLS.

Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system. Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures on real property transactions. Effective 6/30/3000. (HD1)

RELATING TO PUBLIC SAFETY.

Requires and appropriates moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Prohibits state agencies from deriving revenue or financial benefits from the provision of communication services to persons confined in state correctional facilities. Appropriates funds for the Hawaii state automated victim information and notification program. (HD1)
