RELATING TO ADMINISTRATIVE RULEMAKING.

Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings. Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format. Effective 6/30/3000. RELATING TO THE HAWAII INSTITUTE OF MARINE BIOLOGY.

RELATING TO TAXATION.

Establishes an employer-provided or employer-sponsored child care income tax credit for employers that pay for certain available child care services to their employees. Establishes an employer child care property income tax credit for the cost of child care property purchased or acquired by an employer and put into service for employer-provided child care. RELATING TO BREAST CANCER SCREENING.

Increases the categories of women required to be covered for mammogram screenings. Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and digital breast tomosynthesis. Defines "digital breast tomosynthesis". Effective 6/30/3000. (HD1)
