Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline. Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids. Defines "immaterial or technical information". Repeals 6/30/2026. Establishes the prevent suicide Hawaiʻi taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
For policies, contracts, plans, agreements, and plan contracts issued or renewed after 12/31/2023, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services.
Updates the Hawaiʻi State Planning Act's economic agricultural objectives and policies and priority guidelines by removing references to the sugar and pineapple industries. Effective 6/30/3000. (HD1)
Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.
Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions. Excludes income received from deferred compensation retirement plans from the state income tax for taxpayers who meet certain income requirements. Effective 6/30/3000. (HD1)
Establish within the Department of Human Services' Child Care Assistance Program, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization. Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation. Appropriate funds.
Establishes a two-year infant and toddler child care contracted slots pilot program to develop and implement procedures to subsidize child care slots in licensed infant and toddler child care settings. Requires reports to the legislature.
Authorizes health care providers, nonprofit organizations, businesses, and faith-based organizations to distribute supplemental nutrition assistance program applications to anyone interested in applying for program benefits. Effective 6/30/3000. (HD1)
